Several capital projects planned for R.M. of Argyle

Reeve Mike Everett and Chief Administrative Officer (CAO) Ayeh Arta graciously agreed to meet to discuss the 2024 Financial Plan for the RM of Argyle (Report).

The CAO did an excellent job in condensing a plethora of information into a succinct report that is well put together and very easy to read.

Following is a breakdown of the information contained within the Report, and explanations provided by the Reeve and CAO for clarity of some entries.

Revenues
The Municipal Mill Rates for 2024 are shown as follows: LUD – 15.893; Rural – 8.388; Other – 0.474 (This is a Local Improvement levy – water upgrades bylaw indicates per parcel as per schedule plus L.I. mill rate applicable to each property for the remaining). At Large – 5.628

Other Revenues Include:
Licences and Permits (dog licences and permits); Sale of Services and Goods (custom work such as dirt and gravel); Equipment rental (to other municipalities); Argyle Campground; Fire Department; Weed District; Tax Penalties; Bank Interest; Miscellaneous; Government Funding (Operating Grant, CCBF, Conditional Grants); Transfer from Reserve.

Budgeted Expenditure Summary
Environmental Health $105,271.75 – this includes municipal wells, garbage and waste; Public Health and Welfare $9,675.00 – cemeteries; Protective Services $1,195,528.64; Environmental Development $28,545.42; Economic Development $104,614.03; Recreation and Culture $152,285.05 – includes Halls, skating rinks and arenas, libraries, parks, playgrounds museums, recreation commissions; Fiscal $3,976,342.79; Transfer to Reserves $1,075,034.02; Allowance for Tax Assets $743.77.

The following is a partial list of the many projects outlined in the 2024 RM of Argyle Financial Plan:

*Municipal Shop Construction: This project is now completed. The Municipal Shed that was destroyed in a very nasty storm has been replaced – insurance money has covered 100% of the cost of replacement.
* Glenora Road Paving: To be done this summer. The RM has been working towards this project for a number of years and now it is going to happen.
* Baldur Daycare Project: Currently under construction. This project is scheduled to be completed this fall.
* Waste Disposal Grounds Expansion Permit: Currently waiting for the permit. Start date unknown.
* Water Truck for Glenora Fire Department: Waiting for delivery this summer.
* Service Truck: Waiting for delivery.
* Bridge Inspection and Maintenance Program: 5 year program started in 2021.
* Oak Creek Road Paving Project: Starting this summer.
* Lift Station Genset: In the event of a power outage, the Genset unit will ensure there will be no sewer back ups and water supplies will be maintained.
* Baldur South Avenue Utility Lines Extension and Paving: Currently underway. Utility lines are being located to each lot in an effort to avoid future road disruption and allow the paving of South Ave.
* Baldur Hospital Back Lane Paving: Starting this summer.
* DFA Marringhurst Creek Crossing at Road 70W: This upgrade will be completed this summer, with the cost being 100% covered by provincial money.
